Updated information on the procedure for entering Ukraine

Ukrainian Government issued a resolution dated 22.07.2020 № 641 "On the establishment and implementation of enhanced anti-epidemic measures in the area with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2".

This decision of the Government from 1 to 31 August 2020 throughout Ukraine extended the quarantine established by the Cabinet of Ministers of Ukraine from 11.03.2020 № 211 "On prevention of the spread of acute respiratory disease COVID-19 caused by coronavirus-SARS-CoV 2 "and from 20.05.2020 № 392" On the establishment of quarantine to prevent the spread in Ukraine of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2 ", and established such a procedure for crossing the state border to enter Ukraine / crossing the checkpoints of entry into the temporarily occupied territory of Ukraine in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol and leaving it (hereinafter - CPVR) during the quarantine:

1. Crossing the state border to enter Ukraine by foreigners and stateless persons is possible only if travelers have a policy (certificate, certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has representation on the territory of Ukraine or a contractual relationship with an insurance company-partner on the territory of Ukraine (assistance), and covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine. This requirement does not apply to the following categories of foreigners and stateless persons:

- foreigners and stateless persons permanently residing on the territory of Ukraine, persons recognized as refugees and persons in need of additional protection;

- employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations and members of their families accredited in Ukraine;

- servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who take part in the training of units of the Armed Forces.

2. Persons crossing the state border and entering Ukraine from countries with a high prevalence of COVID-19, and citizens (citizens) of such countries on arrival in Ukraine are subject to 14-day self-isolation using the electronic service "Act at home" of the Unified State Web -portal of electronic services.

The requirement for self-isolation does not apply to the following categories of persons unless there is reason to believe that they have been in contact with a person with COVID-19:

- persons under 12 years of age;

- citizens (subjects) of states with a significant spread of COVID-19, who have not been on the territory of such states during the last 14 days or are in transit through the territory of Ukraine and have documents confirming departure abroad within two days;

- employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations and members of their families accredited in Ukraine;

- drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

- instructors of the Armed Forces of NATO member states and member states of the NATO Partnership for Peace program, who take part in training events for units of the Armed Forces of Ukraine;

- cultural figures at the invitation of a cultural institution together with one person accompanying each of them;

- persons transporting hematopoietic stem cells for transplantation; 

- persons who have a negative result of testing for COVID-19 by polymerase chain reaction, which was carried out not more than 48 hours before crossing the border.

A country with a high prevalence of COVID-19 is a country in which the number of new cases of COVID-19 per 100 thousand population in the last 14 days exceeds the number of such cases in Ukraine and / or the increase in new cases of COVID-19 in the last 14 days 14 days compared to the previous 14 days is more than 30 percent. The list of such states is formed by the Ministry of Health of Ukraine  https://moz.gov.ua/uploads/5/25378-informacia_sodo_krain_iz_znacnim_posirennam_covid_19_nova_final.pdf  and reviewed every seven days.

Persons subject to self-isolation in connection with crossing the state border are required to install and activate the appropriate mobile application. If it is impossible to install the application, the person is subject to observation.

Self-isolation / observation of a person is terminated in case of a negative result of testing for COVID-19 by polymerase chain reaction, which was carried out after or not later than 48 hours before crossing the state border.
